军队人员实行住房补贴账户管理加大了空账运转的资金缺口,储用脱节减弱了军人的消费能力,且程序繁杂增大了管理难度,因而对其实行工资化分配创新势在必行。要创新原则,统筹分管,按时发放;要创新职能,增强住房中心资金筹集能力;要创新方法,实行“新旧”补贴“两条线”管理。同时,要稳步清理挂账资金,完善住房公积金个人贷款制度、“三房并轨”和货币补差办法。
The implementation of housing subsidies and armies management by the military personnel has increased the funding gap for the operation of vacancies, which has weakened the spending power of military personnel. Moreover, complicated procedures have increased the difficulty of management. Therefore, it is imperative to allocate and innovate wages. To innovate principles, co-ordinate in charge, on time distribution; to innovate functions, enhance housing fund raising capacity; to innovate methods, the implementation of “old and new” subsidy “two lines” management. At the same time, it is necessary to steadily clean up the suspended funds, perfect the personal loan system for housing provident fund, and “three-room merger” and the monetary replenishment method.
