以往,党政机关发文件,不是邮就是送。而今,却常用电话通知“请来拿文件”。文件的运作方式由“下发”变成“上拿”了,且一拿就是一大摞,不时还有过期的文件如“通知”之类。文件由送到拿,使人顿生许多感慨。 领导就是服务。领导机关及时发送文件到下属单位和有关部门,是工作的需要,也是应尽的责任。虽然“送”和“拿”的结果都是把文件从发文机关传递到受文单位,却反映了机关作风的变化:发文单位本应采取主动,如今却坐等受文单位来拿文件。
In the past, Party and government organs sent documents, not postal delivery. Today, however, often use the phone to inform “Please come to get the file.” The mode of operation of the document from “issued” to “take”, and get a big stack, from time to time there are outdated documents such as “notice” and the like. File sent to take, so many people sudden feelings. Leadership is service. The timely delivery of documents to the subordinate units and relevant departments by the leading organs is the need of work and the due responsibility. Although the results of “sending” and “taking” both delivered documents from the organ of dispatch to the unit of acceptance, it reflected the change in the style of the organ: the dispatching unit should have taken the initiative and is now waiting for the receiving unit to take the document.
