本文在指出我国,特别是水资源短缺的北方地区,中等流域的水资源利用对发展国民经济具有战略的地位后,提出必须要作好中等流域的水资源工作。并以辽宁省海城河流域为例,作了水资源供需矛盾的评价和运用系统工程理论决策了水资源的优化规划,并对增辟水资源以缓解水资源的短缺提出了对策。
This paper points out that in our country, especially in the northern area where there is a shortage of water resources, after the utilization of water resources in the middle watershed has a strategic position to develop the national economy, we propose that we must make good use of the water resources in the middle watershed. Taking Haicheng River Basin in Liaoning Province as an example, this paper makes an assessment of the contradiction between supply and demand of water resources and makes use of the theory of systems engineering to make the optimal planning of water resources. The countermeasures are put forward to increase the water resources and alleviate the shortage of water resources.
