我国的城镇化自建国以来,经历了起步发展和快速发展两个历史阶段。特别是改革开放以来,城镇化速率显著提升的同时,城乡建设用地粗放利用所引发的城市建设问题也与日俱增。与此同时,受外向型经济的推动以及“土地有偿使用”、“中央和地方分税”等一系列制度设计的影响,依靠新征土地作为主要空间资源,以垄断一级土地市场获得土地溢价作为主要资金来源,同时通过廉价生产要素和非均等化基础公共服务
