The new “Regulations on the Selection and Appointment of Party and Government Leading Cadres” emphasizes the priority and leading role of “De” in cadre appraisal practice. How to improve the scientificness, accuracy and operability of cadres’ moral measurement is the key and difficult issue in the theoretical research and practice of cadre evaluation. This article explores the evaluation index, evaluation channels and quantitative methods of Germany for research exchange. Refinement of indicators to establish scientific evaluation “benchmarking” scientific evaluation of indicators set is to test the cadres of qualified cadres of the premise.
