一、问题的提出中小学教师任职情况的考核评价,是中小学师资队伍建设和管理的重要手段,是中小学教师职务评聘工作经常化、制度化的基本前提。由于教师劳动的特殊性和复杂性,过去本市对教师工作的考核缺乏统一的客观标准,没有完整的考评系统。区、学校考评目标、指标、标准、权重系数分配、考评方法各不相同,随意性较大,中小学教师的职务评聘以及奖惩、评优等工作存在相当大的困难。因此,建立一套既科学又可行、全市通用的中小学教师任职情况考评系统已成为当前亟待解决的重要课题。1989年初,上海市教育局成立了以市教育局职改办同志为主体的名为《上海市中小学幼儿园教师
