文化与养老保障关系密切。影响中国养老保障发展的文化因素包括孝文化、生育文化、互助文化和节俭储蓄文化。孝文化促进家庭保障的发展,生育文化的变迁促使社会养老保障制度不断完善,互助文化为互助养老奠定基础,节俭储蓄文化为自我养老提供物质支持。当前,中国养老保障体系的建设仅被动地适应文化状况,而没有发挥维系和塑造优良文化的作用。文化视角下中国养老保障体系的发展策略为鼓励家庭养老、完善社会养老、发展互助养老、促进自我养老,并通过这些手段为优秀传统文化的传承和发展提供支撑,进而为社会主义文化的大发展大繁荣贡献力量。
Culture and pension security are closely related. The cultural factors that affect the development of China’s old-age security include filial piety, fertility culture, mutual aid culture and thrifty saving culture. Filial Piety promotes the development of family protection and the changes in the birth culture promote the continuous improvement of the social old-age security system and the mutual-aid culture to lay the foundation for mutual assistance and pensions. The thrifty savings culture provides material support for self-pensions. At present, the construction of the pension system in China only passively adapts to the cultural conditions, but does not play the role of maintaining and shaping good culture. Development Strategy of China’s Old-age Security System from a Cultural Perspective In order to encourage family retirement, improve social retirement, develop mutual help and pensions, promote self-support for the aged and provide support for the inheritance and development of excellent traditional culture through these means, further develop the socialist culture Great contribution to the prosperity.
