The main problem about the reform of technical post are shown in the following: the contradiction between the engaging targets and the state of person, very difficult to grasp the record of formal schooling, qualifications, record of service and level of contribution, lacking vigour and competition, unreasonable “wage steps” , lacking “diaphanous” during the process of evaluating and engaging. The way to improvement is that: carrying out the “double track system” of severing post and duties, setting rules and regulations in evaluating and engaging and often to carrying out and managing them according to the classification, transfering the power of examination to a lower level and putting into effect the system of job responsibility in post objective.
