“六五”期间我国邮政的高等教育、中等职业技术教育和职工教育均已起步,取得不少成绩。为了加速我国邮政人才的培养,我想参酌国外开展邮政职工教育的一些经验,对我国“七五”期间邮政教育的发展提出以下几点粗浅建议: 一、认真开展经济体制改革,为发展邮政教育打下良好的经济基础。国外邮政教育所以受到各方的普遍重视,有一个重要的原因,是邮局及其“雇员”都有迫切要求培训的动力和压力。邮局为了在商业竞争中站得住脚,必须赢得用户的信任,因而对雇员的业务能力有严格的要求标准,需要对他们认真培训;而雇员既然受雇于邮局,为了免除失业的痛苦,也必然要求参加培训,以提高自己的谋生本领。我国要想办好邮政教育,也必须使有关各方都有要求办学的动力和压力。我国是发展中的社会主义大国,邮政职工有三十万人,文化和专业技
