As a theoretical philosophy of research significance, the interpretation and construction of translation studies are the process of continuously giving birth to new meaning with the updating of hermeneutics theory. To discuss and interpret the transcendence of translatology and its theoretical construction is inseparable from the theoretical pedigree of the development of hermeneutics since the 19th century. Since the introduction and development of hermeneutics by the German philosopher Schleiermacher in the first half of the 19th century, the translation community has never ceased introducing the theory of hermeneutics. The concepts of pre-understanding, especially philosophical hermeneutics, the concepts of effect history and horizon fusion have played a crucial role in the development of translation studies from initial romantic hermeneutics to philosophical hermeneutics. In fact, the most basic connection between hermeneutics and translation studies lies in how to understand the difference between cultures and minds other than superficial meanings. It is relatively proper to understand the original intention of the original language, accurately translate it, and express it well. This process may seem simple but complex exception. By the second half of the twentieth century, Steiner creatively proposed ”understanding
