Describes a time-to-digital converter capable of covering 0.34 seconds with a 9.76 picosecond increment. A very precise 50 MHz reference clock is used to roughly digitize the start-stop pulse time interval in 20 ns cycles. The remainder of the end of the interval under test widened within the two-stage interpolator and digitized in increments of 9.76 picoseconds. In this way, an equivalent digitized frequency of 102.4 gigahertz was obtained. The digitizer is housed in the CAMAC box and is connected via a standard mini-box controller. It will be used for laser ranging between ground stations and LAGEOS satellites. The distribution in any two adjacent 9.76 picosecond secondary channels for a few identical test intervals is essentially binomial. The performance and test results of the digitizer are given.
