《京都议定书》提出的碳排放交易是实现减缓气候变化国际合作的重要机制,但是目前发达国家对《京都议定书》和《马拉喀什协议》的承诺,远不能满足根据人均碳排放权分配原则所应承担的义务。对此,本刊将陆续刊载多个国家碳排放交易的案例研究,以探寻其原因所在。(已刊登:日本篇,2014年10月刊;澳大利亚篇,2014年11月刊)
The “Kyoto Protocol” proposed carbon emissions trading is to achieve international cooperation in mitigation of climate change an important mechanism, but the current developed countries on the “Kyoto Protocol” and “Marrakesh Agreement” far failed to meet the principle of distribution of carbon emissions per capita Should bear the obligation.
