“考试新政策带来新气象:中考,‘哑巴英语’终结者”(摘自《温州都市报》,2005/4/16,第9版)。多年来,实现学以致用,解决“哑巴英语”、“腐腿英语”问题一直是研究者和教师们所不懈追求的目标之一。ESL/EFL测试理论(Alderson和Hamp-Lyons,1996,Brown和Hudson,1998,Hughes,2003)认为:如果一套考试系统能较好地反映所用课程标准中相应的教学目标或教学大纲中相应的教学要求,它就会对教学起积极的导向作用,反之就会带来消极的导向作用。英语是用于交际的工具,交际能力的表现形式是听、说、读、写。一套能有效可靠地从听说读写方面测量出学生学习结果的考试系
