近年来,伴随着房价总体水平的持续快速攀升,住房市场的供求矛盾随之加剧,严重威胁社会公正的同时,也影响到了社会的安定团结。影响住房价格与住房不动产配置的,不仅有房地产市场供需变动的即期因素,更有影响供需力量的长期的、潜在的综合因素,包括城镇化、社会分配差距拉大、房地产过度金融化、土地供应机制和不动产溢价的调节机制等。面向未来,应探求和遵循城镇化发展规律,以推进人口城镇化为核心,提高城市可持续发展能力,加快转变城市发展方式,优化城市空间结构,统筹中心城区改造和新城新区建设,有效预防和治理“城市病”。同时亟需通过改革和完善财税体制,以消解地方政府的“土地财政”问题,并逐步形成统筹兼顾基础上的理性化解决方案。
