自然技术的“致污机理”及其所导致的环境问题的“衍生机理”是自然技术以“问题推进”方式作用于环境社会技术的主要机理;环境社会技术则通过对规制对象的“制度规导”实现对自然技术的“绿色编码”、“绿色解码”、“绿色表达”作用。环境社会技术与自然技术的这种“互动”可抽象为一简化模型,该模型为我们诊断环境政策、技术变迁及其相关问题、促进环境效益提高具有指导意义。
The “mechanism of pollution” of natural technologies and the “derivative mechanism” of the environmental problems caused by them are the main mechanisms by which natural technologies act on environmental and social technologies in a way of “problem-promoting”. Environmental and social technologies use Regulatory objects “system regulation ” to achieve the natural technology “green coding ”, “green decoding ”, “green expression ” role. This “interaction” between environmental, social and natural technologies can be abstracted as a simplified model that is instructive in our diagnosis of environmental policies, technological changes and related issues, and promotion of environmental benefits.
