粮食流通市场体系的复杂性决定了粮食市场主体的多元化 ,为了建立全国一体化的粮食市场 ,必须对各层次流通主体进行整合。结合市场化现状和建设的要求 ,本文认为 ,在一体化的粮食市场框架下 ,中国粮食流通市场化主体建设的重点为 :通过粮食行业组织的结构调整改造国有粮食企业 ,培育基本的市场主体 ;加强农户的组织化程度 ,填补粮食初级市场和部分批发市场主体的缺位 ;正确定位和充分发挥政府的作用 ,完善粮食宏观调控主体的职能。
The complexity of the market system of grain circulation determines the diversification of the main market of grain. In order to establish a national integrated grain market, the main body of circulation at all levels must be integrated. Combining with the actualization of market and the demand of construction, this paper argues that in the framework of integrated grain market, the main body of market-oriented food distribution in China focuses on reforming state-owned grain enterprises and cultivating basic market players through the structural adjustment of food industry organizations. Strengthen the organization of farmers and fill the vacancy of the primary market of grain and some wholesale market players; correctly locate and give full play to the role of the government and improve the functions of the main body of grain macro-control.
