本文通过对山西省24个县直卫生单位和47个乡镇卫生院实行承包经营情况的专题调查表明:承包以后,医院业务工作量明显好转,职工收入明显增加。这种变化的原因是:改变了吃大锅饭的状况;变懒惰为干劲;坚持奖罚分明和坚持勤俭持家。作者还得出四点有益的启示:一是改革经营方式,建立合理的经营机制,是增强卫生事业发展活力的关键;二是承包经营责任制有两个突出的优点,即在提高社会效益的基础上提高经济效益和引入了竞争机制;三是承包人更加注意了长远打算,避免了短期行为;四是承包经营责任制是走自我积累、自我完善、自我发展的新途经。本文最后还提出了在承包经营责任制的实践中需要注意和解决好的四个问题。
In this paper, a special survey on contracted management of 24 health units in 24 counties and 47 township and township hospitals in Shanxi Province shows that, after contracting, the workload of hospitals has improved significantly and the income of employees has increased significantly. The reasons for this change are: changing the status of eating a big pot of rice; changing laziness into motivation; insisting on rewards and penalties and sticking to hard-working families. The author also draws four useful revelations: First, the reform of management methods and the establishment of a reasonable operating mechanism are the key to enhancing the vitality of the development of health services; second, the responsibility system of contracted management has two outstanding advantages, namely, the improvement of social benefits. On the basis of improving economic efficiency and introducing a competition mechanism; Third, the contractor pays more attention to the long-term plan and avoids short-term behavior. Fourth, the contract responsibility system is a new way of self-accumulation, self-improvement, and self-development. At the end of this paper, four issues need to be paid attention to and resolved in the practice of contract responsibility system.
