居民住房问题的解决和住房建设作为经济支柱作用的实现都首先需要用市场的手段来实现,这是由宪法、城市房地产管理法等法律法规体系所要求和体现的,因此,加强居民住房建设、改善居民居住条件首先要依靠市场的方式,其次是依靠政府的宏观调控。本文通过对我国住房相关法律法规体系的分析,得出我国住房市场的目标结构,然后通过比较实际市场情况和目标市场结构之间的差距,得出政府应采取的措施以及在落实国发[2010]10号文件时应注意的问题。
