发展高速铁路势在必行，已成为路内外专家学者的共识．然而，到目前为止，我国还没有建立适合自己国情的、科学完整的指标体系．本文针对这一问题，尝试就高速铁路的技术经济指标进行了讨论，提出了评价高速铁路的目标函数：单位换算费用最小的数学表达式．并对宁沪段高速铁路做了技术经济论证，得出其列车运行速度在３００ｋｍ／ｈ左右为宜，高速铁路运距为３００～１５００ｋｍ为最优的结论．
The development of high-speed railway is imperative, has become the consensus of experts and scholars inside and outside the road. However, so far, our country has not established a scientific and complete index system that suits its own national conditions. In view of this problem, this paper tries to discuss the technical and economic indexes of high-speed railway and puts forward the objective function of evaluating high-speed railway: the mathematical expression with the lowest cost per unit conversion. The technical and economic demonstration of Ninghu high-speed railway is made. The conclusion is that the train speed is about 300km / h and the high-speed railway is 300 ~ 1500km.
