This article elaborates and analyzes the international context that influenced the Chinese TV broadcasting during the initial period (1958-1965), and discussed the status of China prior to the “Cultural Revolution” from three aspects of program form, communication strategy and communicator status respectively The international environment has a profound impact on the development of the nascent television industry. China’s unique political system determines that the birth and development of Chinese television can not be purely self-conscious and self-consistent, and must be deeply shaped by the blending and conflict between ideology and ideology. In the interaction between society and the media, the traditional party has been formed and changed.
