资源型城市的改造和振兴,“三城两地”建设都要求我们必须高度重视人才这个第一资源的作用,都要求我们必须牢固树立科学的发展观和科学的人才观。白山市的振兴过程,必然也是一个“人才强市”的建设过程。什么是人才强市?概言之就是:实施人才战略,以改革创新为动力,以人才结构调整为主线,通过创新人才引进机制、人才培养机制、人才激励机制、人才市场机制,努力形成广纳群贤、人尽其才、能上能下、充满活力的用人机制。
