素质教育是20世纪80年代中期针对应试教育中存在的片面升学率,以单纯应考为目的的教育弊端而提出的。素质教育的基本内涵是全面贯彻教育方针,全面提高国民素质。在开展素质教育时,不仅要向学生传授有限的知识,更重要的是向学生传授获取知识的方法,培养他们获取知识的能力,培养学生正确的、创新的思维能力,培养学生的实践能力,培养学生树立主体意识,其核心是培养学生的创造力。
