我国社会保障体系的逐步建立和完善,使社会保障的功能不断体现,但关于高层次人才的保障体系,存在着严重的制度缺位,造成高层次人才在社会发展中的作用没有完全体现,限制了人力资源的开发,同时导致人才流失等问题增大。高层次人才的社会保障,如养老、医疗、失业等,常与国家或企业的激励措施混同。中国特色的高层次人才社会保险的内涵应是:建立适应社会主义经济体制需要的资金来源多渠道,保险方式多层次,权利义务相对应,管理和服务社会化,效益评估科学化的社会保障体系。一、分离分离就是将高层次人才的社会保障从社会保障体系中分离出来,形成与养老保险、医疗保险、对弱视群体的保险相类似的独立体系。这里的分离需要借助行政力
