2004年高考是继上海、北京自主命题后,扩大分省命题的第一年,全国有11个省(市)实行了自主命题。但在实行“3+文/理/综合”考试的省(市)中,除了北京、天津的理综卷是自主命题的外,其余省份仍然使用的是全国卷。考虑到不同省(市)的地区差异以及教材使用的差异,教育部考试中心命制了5套试题,供各地选择使用。这5套试题是:全国卷Ⅰ:使用的有海南、西藏、内蒙古等省(自治区);全国卷Ⅱ:使用的有河南、河北、安徽、江西、山东、浙江、福建、江西等省;全国卷Ⅲ:使用的有四川、吉林、黑龙江、云南、重庆、湖南、湖北等省;全国卷Ⅳ:使用的有甘肃、宁夏、贵州、青海、新疆等省(自治区);此外,还有陕西卷,供陕西省使用。在理综的这些试卷中,全国卷Ⅰ是旧课程卷,陕西卷、北京卷是属于新旧课程合卷,其余的是新课程卷。四套全国卷分别适应新、旧课程类型外,在试题的难度上也有一定的区别,全国卷Ⅱ相对难度大些,其余卷难度差别不大。这些试卷都是以教育部考试中心颁布的《考试大纲》为依据的,命题的指导思想是一致的。各套试卷理、化、生三科基本都是拼盘的形式,学科间综合的试题很少体现。试题都包括选择题和简答题两部分,题量都是31题,其中选择题21题,简答题10题。试题在学科内容的编排顺序上也是一致的,选择题部分都是:生、化、理的顺序,简答题部分都是理、化、生的排列顺序。这些与《考试大纲》的样卷是一致的。
The college entrance examination in 2004 was the first year after the autonomous propositions of Shanghai and Beijing were expanded and the provincial propositions were promulgated. In these papers, the National Vol. I is the old curriculum volume, and the Shaanxi and Beijing volumes belong to the new and old curriculum, and the rest is the new curriculum volume. The four sets of national rolls are adapted to the new and old curriculum types respectively, and there are also certain differences in the difficulty of the test questions. The national roll II is relatively more difficult and the remaining rolls have little difficulty. These papers are based on the “Examination Outline” promulgated by the Ministry of Education Examination Center. The guiding ideology of the propositions is the same. Each set of test papers, chemistry, and students are basically platters, and the comprehensive test questions between disciplines are rarely reflected. The test questions include two parts: multiple choice questions and short answer questions. The questions are all 31 questions, of which 21 questions are multiple choice questions and 10 are short answer questions. The examination questions are also consistent in the order of arrangement of subject contents. The multiple-choice questions are in the order of students, chemistry, and science, and the short answer questions are in the order of reason, chemistry, and students. These are consistent with the prototype of the Examination Outline.
