Cao Ejiang from Sang Basin to Dongsabu a total length of about 60km, rainwater area above the Uppo 4460km. Cao’e River is located in the lower reaches of Shangpu Gate 12km, the highest flood level controlled by typhoon, the distribution of sea banks in both banks shown in Figure 1. The main factors affecting the Cao’e River flood level are the characteristics of the watercourse before the flood, the flood volume of the upper reaches, the open sea tide, engineering measures (including the construction of locks on the upper reaches, the narrowing of partial reclamation in the lower reaches, the construction of bridges, etc.), and their combination. However, the multi-factor combination of frequency calculation is very complicated, and the final frequency concept is not easy to determine. In this paper, the measured water level frequency statistics, and taking into account human activities and natural factors that may occur to amend the water level samples to make it more in line with the actual situation.
