从世界造纸业的历史和现状看,谁拥有原材料,谁就拥有纸业的明天建国50多年来,中国相继摘掉了“洋油”、“洋铁”依赖进口的帽子,而“洋纸”依然戴在头上。极度匮乏的森林资源,生长周期长的老树种制约着中国造纸业的发展。中国造纸原料的93%是污染严重的草浆,木浆只占3%。这样,每年进口木浆需16至18亿美元。1998年竟达117亿美元,接近一个三峡工程的建设投资。中国工程院院士、北京林业大学教授朱之悌
