独特的撒哈拉沙漠以南的非洲文化对我国在当地承包工程带来了挑战,而承包工程常具有一次性和临时性特点,诸多因素影响着我国在当地承包工程中的跨文化人力资源管理。本文首先对其中的人力资源特点与当地文化特征作了分析,并基于层次分析法构建模型,评估确定了主要影响因素。本文有针对性地提出了跨文化人力资源管理的若干策略,包括建立跨文化管理团队和人力资源管理制度,构建多层次的沟通渠道;以工程项目部的特色文化包容差异,将差异和冲突引导成有益的碰撞;识别不同需求,有效激励和约束不同类型的员工;打造稳定有力的核心团队,为工程完工后成建制转移到新工程创造条件;稳步实施人力资源本土化策略,培养一批当地人才;建立全方位培训体系,持续开展针对不同类型员工的跨文化培训。
The unique sub-Saharan African culture poses a challenge to our country’s contracting projects in the region. Contracting projects often have one-time and temporary characteristics. Many factors affect our cross-cultural human resources management in local contracting projects. Firstly, this paper analyzes the characteristics of human resources and local culture, and builds a model based on analytic hierarchy process to determine the main influencing factors. In this paper, some strategies of cross-cultural human resources management are put forward in a targeted way, including establishing a cross-cultural management team and human resource management system and establishing multi-level communication channels. With the differences in characteristics and cultures of the project departments, the differences and conflicts are guided Into a beneficial collision; identify different needs, and effectively motivate and constrain different types of employees; to create a stable and powerful core team for the completion of construction projects to create conditions for the transfer of new projects to create conditions; steady implementation of human resources localization strategy to train a group of local Talent; establish a comprehensive training system, continuing to carry out cross-cultural training for different types of staff.
