2013年,河南省引智工作重点实施“三大”引智计划,持续实施“四大”引智工程,全年共实施引进国外技术、管理人才项目152项,聘请高层次外国专家1240人次,来豫工作或访问的外国专家达5000余人次;执行出国(境)培训项目59项,派出培训1046人次;办理来华工作许可467件,专家证1055件。一、抓创新,实施引智“三大计划”取得新成效1.实施了“河南省2013年招才引智专项行动计划”。重点实施了航空港区专项招才引智工程、海外高层次人才引进工程、人才队伍能力建设引智工程等,并举办了四次高层次人才项目对接活动。围绕服务
