近年来,税务系统积极推广有奖发票,对提高公民纳税意识、促进税收征管起到了良好作用。近期,笔者所在局对5 000名消费者开展一次“消费者索要发票情况”问卷调查。本文结合调查结果,积极查找有奖发票实行中存在的问题,并提出完善的建议。关于索要发票的情况,70%的受访者表示不会每次都主动索票,仅5%的受访者每次消费完后会主动索要发票,积极索票者的年龄集中在20~45岁之间,受教育程度越高,主动索票意识越强。其中,
