扬州市城镇职工基本医疗保险制度实施两年来,民建扬州市委密切关注医改政策的贯彻实施,走访政府相关职能部门,了解情况;深入到工厂、企业、社区、各类社会群体中采访调查;赴周边城市学习调研。在掌握大量第一手资料的基础上,连续两年提出提案建言献策。他们指出,扬州市医改中存在的不足表现在:一是覆盖不全,参保率不高。存在效益好的单位不愿参保,效益差的单位保不了的状况。二是特殊群体医保水平低。主要是困难企业、破产企业的职工,失业、买断工龄的职工,无固定岗位的灵活就业职工,退休时一次性付费未能到位的职工。三是参保职工自付费用高达45%。人均医疗费用普遍超过周边城市;定点医疗机构范围外用药比例大,部分药品未参加集中招标采购;大化验单、大处方多。四是补充医
