改革开放以来,中国的留学生不仅是中外学术和高等教育交流、合作的重要载体,而且一直是西方学者反观和透视中国经济社会变迁历程的样本,尤其是大批出国留学人员学成未归,一度引起西方学术界的广泛关注和跟踪研究。随着中国崛起及海外人才回流规模的不断扩大,西方学者对相关问题的研究视角和立场也有所变化,如留学人员滞留不归的原因、中国政府大力吸引海外人才回流的政策措施及效用、中国崛起对留学生回流的影响、未来中国海外留学生的迁移意向与趋势等,都成了西方学者关注的话题。本文拟作一梳理,并为国内学者的相关研究提供学理基础。 Since the reform and opening up, Chinese students not only serve as an important carrier for the exchange and cooperation of academic and higher education between China and foreign countries, but also have been the samples of Western scholars' reflection and perspective on the course of China's economic and social changes.
