基层文化建设是建设文化大市的基础。看一个地区有没有文化,要看它的硬件,即文化场馆设施要达到一定水平。但评价是不是文化大市,不能完全看外化的有形指标,更应该看这个地区的文化氛围、文化水准,关注全市民众具备了多少“文化意识”。农村量大面广,农村人口占总人口的八成以上。农村文化发展不起来,文化大市就建设不起来,社会主义文化事业就繁荣不起来。所以,建设文化大市要从农村基层抓起。农村基层文化建设发展既有赖于物质基础的改善,也与我们的工作思路、操作理念、组织方法密切相关。因此,必须创新思路、创新内容、创新组织实施办法。
