目前国营粮食企业缺乏活力的问题,仍然是一把难开的锁,它不仅存在着一切大中型国营企业同样的难题,而且还存在着我国现阶段粮食经营的特殊矛盾.所以,改革的方案不应是一把通用的钥匙,而应该在深入研究的基础上,提出有创举的针对性办法,以开辟搞活国营粮食企业的广阔途径.国营粮食企业的症结国营粮食企业的状况,虽然在改革的洪流中发生了很大的变化,但由于关键问题未解决,内在动力和外在压力明显不足.因此,企业改革没有取得也不可能取得突破性的成效.我们从实践中深刻体会到,影响企业活力的诸多因素中有五大问题,是十分突出的矛盾:
