建立以公司战略为引领的全面预算管理体系,有效配置企业资源,促进公司战略目标的实现,对建工集团的长远发展极为重要。全面预算管理是建立在责、权、利基础上,通过监督、激励、分配的一种内部管理。它是以规划公司整体发展战略为目的的一种动态管理方法,要求全员参与以经营计划为基础展开的经营管理活动。对与企业有关的筹资活动、投资活动和财务活动的未来情况进行预测并控制实施的管理,在实施企业战略目标中起着不可替代的作用。
Establishing a comprehensive budget management system led by company strategy, allocating enterprise resources effectively and promoting the realization of the Company’s strategic objectives are extremely important to the long-term development of the Construction Engineering Group. Total budget management is based on the responsibility, rights and benefits, through supervision, incentives, distribution of an internal management. It is a dynamic management approach aimed at planning the overall development strategy of the company and requires that all employees participate in the operation and management activities that are based on the business plan. Predicting and controlling the future of fund-raising, investing and financial activities related to the firm plays an irreplaceable role in implementing the strategic goals of the firm.
