在城市机动车排放水平日益攀高的背景下,基于交通需求管控的机动车排放收费政策预期可以有效缓解交通拥堵并相应降低机动车排放水平。本文以南京市为例,通过采集并处理南京市地理信息数据和海量RFID交通数据,完成了交通运行状态的分析和判别,并基于差别化机动车排放收费原则,以交叉口为关键排放收费管控点,建议拟定了机动车排放收费核心区和非核心区,为后续机动车排放收费研究奠定了基础。
In the context of the rising emission levels of motor vehicles in cities, the emission-charging policy for motor vehicles based on traffic demand control is expected to effectively alleviate traffic congestion and reduce the emission level of motor vehicles accordingly. Taking Nanjing as an example, this paper completed the analysis and discrimination of traffic status by collecting and processing the Nanjing geographic information data and massive RFID traffic data. Based on the principle of differentiated charging of motor vehicles and taking the intersection as the key emission charging control Point, proposed the formulation of the core area of motor vehicle emissions and non-core areas, which laid the foundation for the follow-up motor vehicle emission charges.
