目前在一些国有企业中,管理水平低下、效益滑坡直至亏损的不在少数。笔者认为,除了我们一些传统的基础管理没有保住外,现代化的管理也没有跟上,还有一个根本原因是企业管理人员责、权、利不对称。 其一,抓企业管理,需要我们管理人员具备较高的素质,即不但要有革命热情,而且还要有严格的科学态度。目前从一些国有企业现状看,有相当多的管理人员未受过专业训练,半路出家的有之,专业不对口中途改行的有之,这是水平问题。管理本身是苦差事,特别是作为领导,既是领导者,又是管理者,那就更应该有责任心,管理中要不怕得罪人、敢承担风险。作为管理本身又是一项细致的工作,从国有企业管理者现状看,既没有责任心又没有水平者有之;有责任心没有水平或有水平没有责任心者有之。因此,在抓企业管理时,在责任、水平二者兼备时,更应强调管理者的责任心。

As a management work itself is a meticulous work, from the status quo of state-owned enterprise managers, neither the sense of responsibility and no level of those who have a sense of responsibility there is no level or level of no sense of responsibility. Therefore, in grasping business management, when both the responsibility and the level of both, managers should also emphasize the sense of responsibility.
