一、上海房地产业的基本环境需求方面:根据上海搜房数据监控中心的统计,今年一季度商品住宅成交2.56万套,较上年同期大涨108.9%,成交面积达到309.9万平方米,较上年同期大涨119%,其中3月就占了50%。一方面,2013年房市出现了回暖态势,加之开发商陆续回调了商品房价格,减少了优惠幅度,加剧了消费者对未来上海房地产价格的上涨预期。另一方面,新“国五条”细则对存量房转让征收20%个税的措施,导致一批改善性购房者短期内集中入市,从而推高了商品住宅的成交量(图1)。

On the other hand, measures to levy a 20% tax on the transfer of stock houses by the new “Five Articles of the Nation” have resulted in a batch of improving homebuyers to enter the market within a short period of time, pushing up the volume of commercial housing (Figure 1).
