The global tobacco epidemic causes nearly 6 million deaths each year, of which more than 600,000 are non-smokers who died of breathing second-hand smoke. Unless we act, by 2030, the tobacco epidemic will result in more than 8 million deaths each year. These deaths are preventable, while more than 80% of the dead live in low- and middle-income countries. On May 31, 2014 World No Tobacco Day, WHO and its partners called for countries to raise tobacco taxes. Under the WHO Framework Convention on Tobacco Control, countries should implement tax and price policies for tobacco products to reduce tobacco consumption. Research shows that tax increases are particularly effective in reducing the use of tobacco by lower income groups and preventing young people from starting to smoke. Raising the tobacco excise tax to 10% of tobacco prices will reduce tobacco consumption by about 4% in high-income countries and will be as high as in most low- and middle-income countries
