普通话水平测试是推普工作开始向纵深发展，逐步走上制度化、规范化、科学化新阶段的标志。测试的目的在于：评定应试人普通话水平所达到的等级；促进普通话的普及，并在普及的基础上逐步提高全社会的普通话水平，提高现代汉语的规范化程度；促进推普工作逐步走向制度化、科学化、规范化。测试是一种标准参照性达标考试，是对应试人运用普通话进行交际的能力水平的测试，是应试人掌握和运用普通话达标程度的检测和评价。测试内容主要包括普通话语音、语汇、语法、言语表达和交际等四个部分，全部采用口试方式。当前必须一方面抓好测试理论研究，加强测试本身的科学性；一方面精心组织实施，抓紧抓好题库建设、加强测试员队伍建设、重视并做好测前培训工作。最后本文提出，开展测试不应要求“人人过关”，可以根据岗位工作对语言规范化程度的不同要求和该岗位人员在推普和语言规范化工作中所处的地位和作用，分为必测、可测可不测、不必测这样三类人员。

Finally, this paper proposes that the test should not require “everyone”, according to the job requirements of the different levels of language standardization and staff positions in the work of push and language standardization and role, divided into the necessary test, Measurable unpredictable, do not have to test such three categories of personnel.
