The establishment of the imperial government in the Western Jin Dynasty was closely related to the thinking of Yan Ding and other western statesmen such as “To be meritorious service village”. This paper argues that Xizhou during the Western Jin Dynasty roughly consisted of areas such as Bashu, Liangzhou, Qinzhou and Yongzhou, and was a cultural area of feeling that existed relative to the Central China. Since the Eastern Han Dynasty, the Zhongzhou scholars have always had the political and cultural advantages. Xizhou is regarded as a borderland. Western scholars are also considered less academic, with less recognition and career difficulties. Against this background, Western scholars do not want to share their regime with the Ch’ing state residents, but instead hope to change their political marginalization by establishing new emperors in their hometown, Guanzhong. This is Yan Ding and others “desire for meritorious service village ” thought origin. This can also explain why Xizhou people such as Zhang Ruoxiang hold a special feeling about the regime.
