据史料记载,宣统二年(1910年),清政府即开始筹办邮政储金。1918年11月,国民政府颁布了《邮政储金条例》:邮政储金由邮政总局经理,直辖于交通部。邮政储金设有储金监理会,监理会以审计院长、财政总长、交通总长、邮政总局局长、总办、交通部邮政司司长及国务院特派员组成。同时规定储额的上限,个人以两千元为限,学校及其他公益团体总额可增至三千元。1919年6月,交通部公布《邮政总局经理邮政储金章程》规定:
According to historical records, Xuantong two years (1910), the Qing government began to organize postal savings. November 1918, the National Government promulgated the “Postal Savings Regulations”: Postal Savings by the General Postmaster General, directly under the Ministry of Transportation. The postal savings fund is provided with a supervisory board of the Supervisory Board for Savings, which is composed of the president of the supervisory board, the chief financial officer, the chief transportation officer, the postmaster general, the chief office, the director of the postal department of the Ministry of Communications and the commissioner of the State Council. At the same time, an upper limit on the amount of savings may be provided. Subject to an amount of $ 2,000 for individuals, the total number of schools and other public interest organizations may be raised to $ 3,000.
