基础教育的大头在农村,加强学校管理的难点是村级小学。村级小学网点分散,规模小,民师多;教师中有的住校,有的则吃住在家;民师有责任田,公办教师中也有一部分家属有责任田;加之目前公民办教师的工资待遇还未能实现同工同酬,而工作质量却要求一样,如此种种,都增加了村级小学管理工作上的难度。近二年来,为提高村级小学的教育教学质量,在调查研究的基础上,对加强村级学校管理我们采取了两项措施:一是学校各项工作管理规范化,二是恰当地引入竞争机制,其具体做法如下: 一、学校各项工作实行规范化管理。具体做法是:根据市教育局颁布实施的《强化学校管理,实施责任考评奖惩制》及其考评细则等有关文件精神,结合本乡和学校实际,通过反复酝酿,我们制订了《学校目标量化管理考核条例》、《教师工作考评条例》及有关制度,这
The bulk of basic education is in rural areas. The difficulty in strengthening school management is village-level primary schools.
