The unbalanced distribution of resources in basic education is an indisputable fact. Especially in the stage of high school education, due to the long-term implementation of the key development policies, there is a big gap in the allocation of resources among ordinary high schools and colleges. Since 2010, Beijing Municipality has started the construction of ordinary high schools, aimed at breaking the homogenization caused by such stratification development. After five years of practical exploration, the special high school construction has achieved fruitful results. At the same time , Ordinary high school school inter-school differences also appear again.
