ＣＯＳＴＡＢ软件是世界银行对世行贷款项目进行费用概算和成本分析的专用软件。在长江中游洪水预警系统项目中，运用ＣＯＳＴＡＢ软件进行了项目的投资概算，通过对多种方案调整运算，提高了工作时效和项目投资概算的准确度。文中首先介绍了ＣＱＳＴＡＢ软件对运行环境的要求，阐述了其６种主要功能和５个特点。然后结合ＣＯＳＴＡＢ软件工作流程介绍了投资概算编制过程的经验及技巧，主要包括基本参数的输入、结构编排、基础数据录入、Ｏｐｔｉｏｎａｌｈａｎｄｌｅ的应用、结果输出、检查与调整等。最后对使用ＣＯＳＴＡＢ软件编制和分析项目投资概算的优点及不足之处进行了评价。
COSTAB software is the World Bank’s dedicated software for cost estimation and cost analysis of World Bank loan projects. In the project of flood early warning system in the middle reaches of the Yangtze River, the COSTAB software was used to estimate the investment cost of the project. Through adjusting the operation of various schemes, the accuracy of the work efficiency and project investment budget was improved. In this paper, CQSTAB software first introduced the requirements of the operating environment, described its six main functions and five features. Then, combined with COSTAB software workflow, this paper introduces the experience and skill of investment budget preparation process, including input of basic parameters, structure layout, basic data entry, application of Optionalhandle, output of results, inspection and adjustment. Finally, the advantages and disadvantages of using COSTAB software in compiling and analyzing the project investment budget are evaluated.
