目的探讨贵阳市、区(市、县)两级疾病预防控制机构人力资源及机构设置现状,为制定疾控发展规划,优化人力资源及机构设置的合理配置提供科学依据。方法收集2012年全市疾病预防控制机构人员年龄、学历、职称、专业、机构设置等情况。结果全市拥有疾病预防控制人员502人,本科学历占47.81%、大专学历占35.86%,二者合计83.67%,硕士研究生占4.38%,高中及以下无专业学历者占2.99%;卫生技术人才占84.86%(公共卫生专业占45.22%、医药专业占21.71%、检验专业占17.93%),非医学专业及无专业人员占15.14%;职称结构方面,高、中、初级职称比例分别为6.98%、31.08%、46.41%(1:4.55:6.66)。结论贵阳市疾病预防控制机构人力资源及机构设置构成上总体高层次人才严重缺乏,专业、职称结构和机构设置不合理。
Objective To explore the status quo of human resources and institutional setup of two disease prevention and control institutions in Guiyang and district (city and county), and to provide a scientific basis for the formulation of CDC development planning, optimization of human resources and rational allocation of institutional settings. Methods To collect information on the age, education, professional titles, professional and institutional settings of the institutions for disease control and prevention in 2012 in the city. Results The city has 502 disease prevention and control staff, 47.81% with bachelor degree and 35.86% with tertiary education, accounting for 83.67% of the total and 4.38% of the postgraduates, accounting for 2.99% of the total population with no major and senior high school or above, 84.86% of the health technicians % (Public health accounted for 45.22%, medical accounted for 21.71%, professional inspection accounted for 17.93%), non-medical professionals and non-professionals accounted for 15.14%; title structure, high, middle and junior titles were 6.98%, 31.08 %, 46.41% (1: 4.55: 6.66). Conclusion There is a serious shortage of human resources and institutional settings in the institutions for disease control and prevention in Guiyang. The professional and professional titles and institutional settings are not reasonable.
