一、问题的提出优化劳动组合是实现生产资料和劳动力的合理配置,引入竞争机制,端掉“铁饭碗”,促进生产的发展;而工资制度的改革,则是充分发挥社会主义工资的杠杆作用,打破平均主义和“大锅饭”,增强企业内部的激励机制,最大限度地调动职工的劳动积极性,两者改革的目标是一致的。所以在改革劳动人事制度的同时,必须进行企业内部工资制度的改革,这样才能达到改革的目的,增强企业活力,提高劳动生产率和经济效益。
I. Proposal of the problem Optimizing the labor mix is to achieve a rational allocation of production materials and labor, introduce a competition mechanism, and turn off the “iron rice bowl” to promote the development of production; while the reform of the wage system is to give full play to the leverage of socialist wages. In order to break the egalitarianism and “big pot rice”, strengthen the internal incentive mechanism of the company and mobilize the employees’ enthusiasm to the maximum extent, the goal of both reforms is the same. Therefore, at the same time of reforming the labor and personnel system, it is necessary to reform the internal wage system so as to achieve the purpose of reform, enhance the vitality of enterprises, and increase labor productivity and economic efficiency.
