从孕妇死亡事件切入,以中国城镇医疗卫生保健现状及改革为背景,本文试图“前置性”地分析此事件中折射出的医疗卫生公平性、个体遭遇与社会制度及其迁衍之关联、政府的社会责任担当问题;同时,通过事件表征出的个人苦难指陈其背后可能的某些制度缺陷或危机——医疗卫生服务供给上的国家弱化与过度市场化导致较大范围内卫生公平性丧失,卫生公平性的政府承诺在国家医改方案中若无具体制度的背书支撑仍旧难以兑现,而可信的政府承诺对于社会发展和公民福祉至关重要。
