近年来,广州市刑侦部门在致力于提高打击效能的同时,积极开展刑侦工作的理论和实践探索,不断调整那些不合时宜的做法和工作模式,努力从粗放式管理、依靠人海战术等旧体制的束缚中解放出来,依靠现代管理、科技进步、法制保障和提高队伍素质,努力实现刑侦工作由传统模式向现代警务机制的重大跨越。转变观念,提高认识探索刑侦工作新机制当前广州市刑事犯罪总的特点: 一是犯罪总量居高不下。全市的年刑事发案总量稳定在13～15万宗之间.波动幅度约5％,基本反映了全市刑事犯罪的常态水平。“严打”期间,刑事发案总量一度从14万降到11万宗,但这是广大民警特别是刑警长期超负荷工作的情况下取得的。一旦恢复正常工作量,刑事犯罪仍然存在上升的空间,明显表现在2003年第二季度,广州市刑事发案持续反弹,
