企业的成就在于人才,企业的竞争实质是人才的竞争。中小企业要想得到长足的发展,更是离不开人力资源的开发和管理。但是,由于多数中小企业规模较小,名气不大,在吸引人才方面没有太多的优势。如今年由于政府机关普遍压缩编制,而应届高校毕业生已达110多万,加上往届还未解决的20多万,分配形势极为严峻,但绝大多数应届毕业生还是希望到政府机关部门和大企业工作,中小企业尽管需要人才,愿往就职者仍然寥寥无几,因此,制定企业的人才发展战略,不断吸引和留住人才就成为目前中小企业迫切需要解决的一个问题。
