党中央提出要按“革命化、年轻化、知识化和专业化”的要求去选拔干部。这是开发人才的一个非常重要的指导思想和英明决策。目的是为了提高管理机构的效率。中央领导同志最近指出:体制改革应当抓住两条,一条是建立管理体制,责任制,制订出规章制度、定额等;第二条是选择“明白人”组织领导班子,这一条比第一条更重要。由此可见,人才、体制和效率三者之间存在着密切关系。

The purpose is to improve the efficiency of regulatory agencies.
